Today, Thursday, 11th July 2024, Honourable Members gathered in the Chambers of the National Assembly Building in Belmopan for a Special Sitting of the House of Representatives. The meeting began at 11:40 A.M. with the Belizean National Prayer offered by Ms. Sylvia Castillo, Lay Minister.
Following prayers, Honourable Speaker Woods announced that due to the hour the House dispenses Standing Order 12 (8). Hereafter, the Honourable Speaker Woods recused herself from the Chair in order for the Privilege Motion to be carried out in accordance with Standing Order 29.

Next, the Honourable Chairperson of the National Security and Immigration Committee presented the Report, No. HR260/1/13 – Report from the National Security and Immigration Committee on the National Security Council Bill, 2024, which was ordered to lie on the Table.
The Honourable Prime Minister and Minister of Finance, Economic Development, Investment, Blue Economy, Civil Aviation and Immigration introduced the Millenium Challenge Account – Belize Authority Bill, 2024.
The Sitting was briefly suspended to allow the Finance and Economic Development Committee to conduct its business. After resuming, the Report, No. HR 261/1/13 – Report from the Finance and Economic Development Committee on the Millenium Challenge Account – Belize Authority Bill, 2024, was presented and ordered to be laid on the Table.
A total of TWO (2) Bills were debated at today’s Special Sitting of the House of Representatives as follows:
- Millenium Challenge Account – Belize Authority Bill, 2024; and
- National Security Council Bill, 2024.
Both of the TWO (2) Bills discussed at today’s Special Sitting of the House of Representatives, were passed without amendment.
Before moving the adjournment of the meeting, the Honourable Prime Minister acknowledged Mrs. Clarita Pech as the Acting Clerk to the National Assembly. The Honourable Leader of Opposition and the Honourable Member for Collet both rose to speak on the adjournment of the meeting.
